That’s a loaded headline. The “vote” was a non-binding referendum where only residents of heavily public-unionized Mexico City participated, AND turnout was exceptionally low.
This headline in no way is accurate except in exposing the CCTimes headline writer’s bias against the free market.

Of the over 2000 people polled by the Pew Hispanic Center, only 892 were registered voters. How can the Pew Center claim to be unbiased when it releases this nonsense as news? And then the CCTimes publishes it.
